I have a word press blog so I might be able to help a little.  As far as following others, there are several ways.  The way I typically do it is through my Google account.  Some sites let you sign in using Twitter and Facebook as well.  

 

As far as having others follow you, there are several ways as well.  One way is to have a email following using Feedburner.  Your blog goes straight into their email box.  Another way is to join Networked Blogs.  They have a plugin plus it gives you a way to find other blogs of like interests.  A common way people follow others in through Google Friend Connect.  

 

Googling any of the terms I have given you should lead to more information.  That way, you can determine what you like.

 

Finally, check out other people's sites.  If you see something I haven't mentioned, shoot them a quick message. Most people won't have a problem with telling you how they did it.  Hope this helps!!!

I have a self hosted site. Is the widget in the dashboard?
