I have found when a child is avoiding homework, many times the reason is that they feel overwhelmed by the amount of homework or they don't understand the assignment?

Have you had problems with your child not completing homework?

yes homework avoidance used to be a major issue before we got this really great Organizational Therapist named Marcella Moran! :-) I saw a 2 fold problem: 1 was what you stated above about just being overwhelmed and not quite knowing how to get started and 2 a sort of "I'll get to it later mentality" (especially on the weekends). Our solution, which has worked out surprisingly well, is to set a time for homework to begin...i.e. I ask my child on Friday, as soon as she gets home from school, "what day & time are you going to do your homework this weekend"? Obviously if there are other commitments over the weekend then those are also taken into consideration. Then we come up with a time like Saturday at 11:30am. No one says another word about it until Saturday I say, "OK, it's 11:30" and she goes to her room and starts in on her homework. No arguments, no nagging...it's AWESOME!
