I was never a good or efficient regular scrapper, so I'm not positive its faster from experience, but I know many many people say it is. Plus, in the end less costly since the stuff can be used over and over instead of only being able to use a paper a few times before its used up. ;o) I love it.There are several sites that can help you learn how to do it, and free stuff you can use before deciding if you like it and want to invest any money into it.
