I use Twitter Karma to clean my account once a month or bi weekly depending on my follow to following ratio. My account has been frozen one too many times for me to keep following people who don't return the follow. Twitter Karma allows you to see who's following you and you ARE following them, who's NOT following you but, you ARE following them and who may be fool,wing you but you are NOT following them.
You can clean it up by following people you want to and unfollowing people you don't want to. I have to do it because I tend to follow everyone but, if I don't get a return follow then my account gets frozen from following too many people, I get annoyed!
