I'm just learning myself, Kathleen. Try going to Twitter Search and typing in the Twitter name of the person you'd like to follow. If they pop up, click on their picture to go to their page. There should be a "follow" button under their picture. I think? *sigh* I'm old and my brain doesn't work as well as it used to.
