If you show interest in others they will be curious who you are. Most people I follow are similar to my type of blogging, product reviews and mommy bloggers.
Twitter is a good tool too and I've heard Facebook is good but I don't have one.

Start following blogs that you like and become a follower and comment, they will eventually start following your blog and commenting as well.

I just make sure to keep it interesting and try to post something every day so that they don't forget me. I also moved my "follow" gadget up to the top so that it's one of the first things people see when they get on my page. I tried to change the wording at the top to sound more inviting. Also, the more blogs you follow, the more they will follow you. Other than that, it just takes time.

It is much like any relationship and builds over time, it doesn't happen over night.. I wouldn't worry so much about the #'s those will come naturally. If you follow a blog many will follow back. When you find a blog you like return often and leave comments, comments are like hugs! Join the follow club as Jennifer said.
